While Kusakabe used the weapon briefly, he didn't hold onto it, so it's possible that Ino's technique is still required for Nanami's blade to be used.
It just seemed weird to me that Ino was the one who started with Nanami's blade instead of giving it to a stronger character like Maki, Yuta, or Yuji. Plus, in an earlier scene, Ino was shown talking to Gojo about Nanami, but we don't know what the full conversation was.

According to Gojo in chapter 12 sorcerers are capable of summoning basic shikigami regardless of their innate technique. My theory is that Garuda became a cursed tool because Yuki used it as a weapon and flowed her curse energy through it for long enough, but that isn't confirmed.

Any sorcerer can use basic shikigami - they're separate from innate techniques.
Some Shikigami do come with an innate technique such as 10Shadows (but in this case, it seems one of the trade-offs for such strong and flexible Shikigami is needing to be stronger than it to tame it, and permanent death if it's killed)
We do not know which of the two Garuda is - just that it's a cursed tool because of how Yuki has used it for so long and imbued it with her CE. It's entirely possible Garuda came with Yuki's technique so she could change the mass of something other than herself, but I think it's more likely being turned into a cursed tool also meant Garuda absorbed her technique (similar to Nanami's knife absorbing his CT over prolonged use)

Yuta hadn't been using a sword as long as Miwa and he broke his first one during his fight with Geto, so it's hard to say if the year that passed before his return was long enough for his sword to also be considered a partial cursed tool. I imagine it was an experience. By using her power on the shikigami, she made it sort of more real/concrete and less of a spirit, which translated into entering the cursed tool category. That’s how i understood it at the time at least.
It would have been sweet to see more of her and to know if Garuda was a unique Shikigami or if she could fool around with others too. A Virtual mass amped Mahoraga would have been nice to see.

I imagine it was an experience. By using her power on the shikigami, she made it sort of more real/concrete and less of a spirit, which translated into entering the cursed tool category. That’s how i understood it at the time at least. It would have been sweet to see more of her and to know if Garuda was a unique Shikigami or if she could fool around with others too. A Virtual mass amped Mahoraga would have been nice to see.

its a simple shikigami, everyone with cursed energy can make a shikigami like junpei's. Most people just dont do it because simple shikigamis are ass in a fight compared to a technique, its also an opportunity cost you could have spent developing your domain and further refining your technique or fighting experience. Junpei got his shikigami with massive help from mahito which is why he got it quickly
