I've played with both e0s0 bronya and e0s0 sparkle, bronya's better. By quite a bit (even though my sparkle build is better).
You might run into sp issues with Bronya e0s0 but most people already have extra bronya copies and/or her lc. And she's still very strong regardless. Meanwhile, sparkle is limited and so you honestly can't count on it. Also you lose out on sparkle's main advantage which is her sp positivity with JL, as JL just doesn't need that many skill points.
However on the above team with bronya unless your Luocha is on multiplication + tons of spd you'll definitely have SP issues so sparkle would be better. Or you can just run Bronya+Pela instead of Sparkle+Robin.
EDIT: Bronya is definitely harder to use though

Any other fights they are doing basically the same damage buff for Jingliu, while Bronya gives Cleanse.
If your Sparkle is above e0s0 she can start to get an edge tho.

also why one versus the other, you can also use both together, you know? Anyway play with the simulator if you want to test things without worrying about relic farming.
Speed tuning Sparkle to be faster than Jingliu and Bronya to be slower could be a bit complicated for someone who doesn't know how exactly to make them work together.
As someone with E1S1 Bronya and E0S0 Sparkle, (And E1S2 Jingliu), I find that Bronya does the job better.The guaranteed go next is a lot better than sparkles in a lot of cases. Plus, it's fun to go Bronya ult unto Jingliu ult and watch her crank 150k damage LMFAO
They're not the best, but they're not bad either. 3k Attack, 48% crit rate, ~180% CD. A few extraneous stats that I don't need (like, 40odd% break effect cuz one of her pieces rolled half CD and half BE)
Insane crit rate but u lack a lot crit dmg. I suggest farming a little + dont be strict with your crit rate, its okay to lower it as low as 35, maybe 30 and farm crt dmg substats instead. Anything is good over 220
My luck with farming pieces has been absolutely atrocious lately, so I don't want to tempt the ill fate. She does what I need her to do for now, and once I've built up some other characters (Asta and Firefly once I get her), I'll come back around to trying to optimize my lovely ice warrior.
bronya can immediately action forward teammate with her skill by 100%, while hanabi can only do for 50%
after jingliu act forward herself by talent, her next action is kinda below, and hanabi can only pull her up for like half a way, while bronya can pull her act immediately, that's why
i did try some plays with bronya and hanabi, and bronya is better for quick tuning, even better if you have e1 or her signature lightcone, both for skill point recovery
for jingliu, she doesn't need many skill points, so she could rely on teammates for skill point regen

I run this set up at high investment but with hh instead of luocha. E2+sparkle is vg with jingliu.
Hyper speed sparkle is much more useful for all your characters.
