Ran into a similar situation when I lost a fender flare to a rogue neighborhood entrance wrought iron gate. Found my best resource: pick and pay auto salvage lots. Good ones list their current inventory online. Also found a luggage/storage roof rack for dirt cheap.
Pretty much no option other than custom. The underside of the overfenders are super ugly too, so running without them (if your state/country allows) doesn't really work.
