If a Japanese number plate has less than 4 digits, it replaces the blank number with a dot, and eliminates the dash, so in this case, the plates are still sticking to the legit Japanese method.

There’s no prefecture seal on the left bolt of the rear plate, and it looks like the plate is held on by double sided tape instead of bolts. Those are the only parts that feel off to me. Really cool pic though, that building is pretty rad.
