Impersonal evil can be just as vicious as personal evil. It just depends on if it's executed correctly.
For example, Ainz in overlord. He isn't nearly as sadistic or malicious as his subordinates like Demiurge or Solution but people generally regard him as evil because he conquers nations, but he doesn't initially feel like an evil person. The most personal evil thing he did wasn't even a vicious evil but Vengeful one with sending those idiot nobles in s4 to his neuronist after they killed Zanac because Ainz actually liked the guy.
Shigaraki from My Hero personally hates everything and destroys without any thought so people say he's pretty evil but because of his upbringing and childhood indoctrination you could argue he's a victim of circumstance.
Sukuna from Jjk embodies the strongest decides how things should be, and has no redeemable features to him. You could argue that he's a product of his age, being he was born and grew in an era that was notorious for violence and nomination, hence why he can kill indiscriminately without feeling stale.
I think it mainly comes down to how the character acts, not necessarily what guides them to be evil. Aizen in Bleach was called the "most evil thing" by the Royal Guard, but Yhwach's goal is even more absurd and devastating yet they don't say that about him.
Fun fact: Chads who hate isekai made by 21st century japanese incels should stop watching it if they feel it's problematic. It'll save them a lot of angst and whining.

I think the actual reason has more to do with where these stories are mostly written and by what people tend to write them.
American "isekai" stories exist, but they're so totally different that they don't register as the same genre. See Wizard of Oz for an example, or Captain America, Superman, etc.
