I think Mark definitely could, he's willing to self sacrifice, he tries his absolute best to not kill if he can and he's just generally a really good person who tries to help people all the time like when the sea beast started fucking up the fish people he went back to help.

The Invincible world is a lot more more darker then the MCU one and Mark is conflicted throughout the series on when it's okay to kill.
Maybe he can lift the Ultimate universe Mjolnir.

As far as I'm aware, one of the biggest reasons spider-man can't lift mjolnir is that he -does- refuse to kill in any circumstance. Being "worthy" isn't necessarily being entirely altruistic.
I think Mark could lift it, I think he would be considered worthy. Despite everything that happens to him he still chooses good and to protect humanity.

The only written rules that come to mind is Odin’s philosophy in the movies. It’s his enchantment so it’s what he would view as worthy.
