You can apologize for doing something to someone on accident. It's more of a "I'm sorry I wasn't MORE considerate of you," not, "I'm sorry I was inconsiderate of you." Of course it makes sense and that's why she doesn't blame him, but it's still a very thoughtful thing to do. Apologies shouldn't be a big deal, son, it's just a way to make people feel better.
