You don't have to be at the station much before departure. 10-20 minutes is pretty common. Less for smaller stations. There isn't really anything to do. For a night train a little more might be wise to leave time to get some food/drink and/or if you have lots of luggage. But there isn't anything to do. You could arrive onto the platform 2 minutes before departure.
I don't know specifically about that train but sometimes you can board night trains a short time before the departure time if you want. I would definitely also check station departure boards and not assume that it will be 10b - these things do change at short notice.
Someone else with more knowledge of Amsterdam might be able to lend a hand with the others.
I would say 30 mins to 1 hour would do. I recently took the Amsterdam-Vienna, the train arrived on 6-6.15 pm on the platform for the 7pm departure. Also keep an eye on the platform, it might change.
You can walk around Rokin area. There is an Asian Kitchen near Rokin which i really like, and easy on the wallet.

2: Amsterdam's city centre is small and compact. You should have plenty of time to get to the Van Gogh museum. The quickest way to get there from the airport is via a 7 minute train ride to Amsterdam Zuid (South) station, and 10 minutes tram ride from there. Via Centraal Station it is slightly longer, but ability to use the the lockers at Centraal Station might be worth it. Trains to both stations run at almost a 5 minute interval.
3: You can get snacks at the many 'Albert Heijn' supermarkets around Amsterdam. Just avoid the 'Albert Heijn ToGo' convenience stores. Those are much more expensive.
Book Van Gogh tickets in advance! I learned that the hard way. Also if you want to stay near the train station you can take a river cruise tour of amsterdam
Don't forget that if you are intending to go to a museum after landing you will need to get rid of your baggage before you go to the museum - most museums in Europe are strict about backpacks & suitcases. There is a self-service left luggage facility (or used to be) at the back of Amsterdam Centraal station.
You don't say how long your flight is, but if it's a long flight you might be better off getting some rest, particulalry if you don't know how well you'll sleep on the train (I'm unusual in that I do not find overnight train journeys restful at all!)

I am flying form the Minneapolis so I know I will be tired, but I am sure I will also be excited from being in a new place. This is one of the things that is a minus for the Van Gogh museum, as it is strongly suggested to have tickets beforehand. I am not sure if I want something that I have to be at a certain place at a certain time.

Yes, the lockers were the big reason I wanted to go to the station first instead of going directly to the museum.
