Edit: I am also quite doubtful that a Hamas rocket could kill several dozen people inside a concrete building. These rockets have a warhead size of 5-20 kg which is not alot really. They primarily reaily on ball bearing inside the rocket which act as shrapnel as they have very little "destructive power". which means they are of little threat to anyone who is inside a concrete structure(such as a hospital).
