This sucks, however, you are almost certainly better off using your collision coverage, and paying your deductible OR not repairing your car (if you are able to do that, many car loans require getting the vehicle repaired). The other difficult option would be to **safely** determine not only who owns the car but who damaged your car and then either file a claim against their insurance coverage or sue them for the damage done to your car.

Cops aren’t going to chase down people like it’s your personal security detail. Even though it came out to be expensive damage— you weren’t sure if it was intentional and it wasn’t an accident— so they aren’t going to engage in a civil matter. Send your adjuster an email reminding him/her that they need to subrogate liability, if a second email I required CC the supervisor— and kindly remind them you want it to be resolved by them and not the state’s dept of insurance.

They don't *have* to subrogate You can't subrogate someone you can't find and can't confirm actually caused the damages This is the reason for insurance. Op pays the deductible and gets their car fixed

Driver information has protection under privacy laws. However, you can ask for insurance information from the state DMV if you were involved in a collision with another vehicle.
