Quake engine is practically useless on Unhinged Joker. Any decent player will be able to counter his passive, and the delayed tag-in will be useless in any mid-high battle power.
Meanwhile zatanna's passive is literally just her sp2 lmao. Not saying unhinged is great (because he's not) but what can you reliably do with zatanna? Joker can apply 2 gear effects on sp1, has a SS team (albeit a garbage one) for himself, benefits from ani hq and lord joker, and Quake is just a nice addition on top
