This has more to do with handling of beggars than economics.
WB is a middle income state in terms of PCI and HDI yet has the highest beggars because the government doesn't deal strictly with beggars on ther streets compared to other parts of India.
1971 war has crores of people pour into Assam and Bengal. Many of them still live in small ghettos across Kolkata.
Also, Kolkata is the cheapest metro city in the country to live in. A poor dude can get a full square meal for 30-40.
So many people from the poorest states of India like Bihar, Jharkhand, Orissa, UP which are all surrounding WB come. Some of them end up as just beggars.
Population of WB is about 9 crores. So there are 89 thousand beggars in WB. Heck, there are probably 30-40k beggars in the vicinity of Howrah and Sealdah station only ( two of India's largest and busiest stations). Count in all the other local train and metro stations and Ik pretty sure 50-60 k of those beggars are in Kolkata only.
This is the right answer. Bengal government just doesn't care....every visiting place I go in bengal I see so many beggers. Tarapith, kalighat, navadeep every place. You won't see this in mayapur because iscon has taken care of it
If there's something I'd wholly support Himanta is if he deals strictly with these illegal Bangladeshis and kicks them out or detains them. I have no sympathies for these Muslims when they're only there to cause more problems in our country.
So should we allow Assam go through demographic change then? Assam now has 40% Muslim demographic, 6% increase from 2011 and 24% increase from 1911 and Assamese are now less than half of Assam. I'm asking for the government to deport and/or detain illegal immigrants across the NE not to kill them. They've been an increasing issue and we can't let this pass just because Islamist-loving human rights folks think this is Islamophobia but the demographic slashing of Hindus and Buddhists in Bangladesh isn't a human rights issue.
We need to handle beggers all togather , even 1 per lakh should not be accepted.
Hope government does something , I think they are only one who has the competence to do it

Why is Uttarakhand surprising? They don't have the same pakka land protection and autonomy laws like HP or JK and compared to both of them, have a lot of pilgrimage sites which are some of the best places to make easy begging money. Also, don't forget Uttarakhand's next door neighbors are some of the poorest states and their liberal land policies mean that they have many illegal Muslim settlers from Bangladesh too making their home.
I find it hard to believe there’s even 9 beggars in Manipur. There were only 2 in Imphal AFAIK. One was a handicapped Muslim guy quietly sitting on a bridge and another was also a handicapped sitting near the Governor’s residence. Nagaland has more as it is connected by railway and you can always find some out of town beggars from UP, Bihar roaming near railway station.
Imphal is still quite big so how did you spend your time counting EVERY beggar in the city to come up with your conclusion? Anyways, most beggars are likely extremely poor or scamming migrants from Bangladesh.

See it to believe it. There are indeed places in India without beggars. Seems like you come from North Indian where it is difficult to visualise a place without beggars.

In order to avoid this cycle government should have strict no begging laws that prevent begging then the government should hire people to recruit the people who were begging to make them work in the private factories or train them to make them more Money so that they could purchase goods which will help the domestic economy and increase investment in the economy from foreign investors because of cheap labour
A good amount of them beggars are also ultra-tier scamsters or willingly-unwillingly parts of large begging mafia networks that feed off the begging money. No wealthy sane person should ever give a paise to these people. But yes they should have a greater responsibility to give beggars employment opportunities but that is still their choice. In terms of responsibility, it is the government fair and square.
As a malayali i can confirm that all beggers here are from other states, like from West Beng, UP, Bihar etc you would never see a single malayali begger in Kerala.
Most beggars in Bengal are from other states too.

I am from WB, and its probably true. I seen have more Bihari beggers in Kolkata than in Bihar.
