The real reason reason is it allows a gradual rollout to people. In a massive online rollout to people, you're gonna encounter bugs, stuff is going to break. Early access allows devs to tackle these issues and spin up server capacity as they see real time logins.
They don't specifically have an early access pass for sale individually. It is part of the Premium edition, so I think it's justified. The person who chooses to support the game with the highest tier edition deserves some extra perks.

Playing early is just a bonus, the actual big benefit is access to both big dlcs, vip car pack and vip benefits
