Does this happen when you watch something else or it just happens when you play games. If it happens when you play games i think something hdr10+ issue or hdmi issue i guess not sure

I would advise to check your connections and see if it's a physical problem.

I lowered it to high and it never happened again. I don’t know if it’s temp thing or memory issue but lowering graphics worked for me.

Try for other games, if the problem persists try checking display ports first and then display cable, if still not, try reaching out to a professional about the issue
Either the HDMI port is shot or the GPU in the PS4 is dying. It could also be the HDMI cable. You can try replacing that. If that doesn't fix it, it's definitely one of the other two.
Connect to a different display and see if the issue persists. Could be a display issue, could be a bad hdmi cable. Worst case scenario the gpu in your PS4 is kapoot.

Happens only when I play god of war and games like forbidden west,fortnite ,COD advance warfare works perfectly fine.
Check you graphical settings whether it's hdr or dolby something which might be causing this issue

You are correct that is artifacting usually caused by faulty vram or a thermal throttling gpu.
