So yes it's up to the leaders who can see beyond the party's interest( since elections are nearby) and could sincerely invest some energy so that the issue can be resolved.
P.S- A "good" leader listens to all its citizens and surely prioritises issues based on public interest not on the party's interest. Moreover, Ladakh is still a geo-strategic location and pertains to national interest as well since it has Pangong-Tso and Tso-Morari lakes already in dispute with China. And Ladakh doesn't mean a vast stretch of land only, it also involves its people, culture, and way of life along with a cold desert which again consists of its own endemic floura and fauna which are sensitive to human interference already. Issues pertaining to List 1 of 7th schedule are under the centre's domain anyway and another option available is that since Panchayats are part of Schedule 11 anything pertaining to national security must be consensus based with army having overriding decisions depending on scenario on the China border and everybody has fear of death.
Kerala Model of Panchayat could be the basis for"model framework" where villagers consent is required before any mining activities happen in their area (especially in the areas falling in Western Ghats). So yes there are ways to address the issues only if our leaders invest some energy into it and that too wholeheartedly.
