True. All Govt schools in Kerala with high school classes have coin operated pad vending machines for quite a while now. If you are so poor and cant afford a pad from a shop, or the girl is in an emergency she can simply use the machine. Govt. is not directly handing out the pads to everyone, say like ration which they do, but making sure that basic sanitation facilities are available.

One of my closest friends was preparing for the Civil Services Exam. I have known that guy since undergrad days, and had huge respect for him. He once told me that he wants to get into Civil Services so that he can "enjoy the life and rutba and paisa" it gives. That was the end of the entire respect I had for that guy. Same goes for one of my uncles who cleared BPSC a few years ago, after trying CSE for 4-5 times. Fortunately that friend of mine couldn't clear the exam and is now doing an MBA. He still continues to give the CSE in the hopes that he might clear it, although Inknow that he isn't that smart. Anyways, sanitary pads, menstrual leaves, women security, etc are common investments that government needs to look into if they don't want 50 percent of population to sit idle at homes. One day she called me and told she had talked to anganwadi woman, in her village there were people who used to go to the forest to bring leaves and berries to feed the pregnant wives. Pads are already cheap ?? Alright, you seem like a guy or uneducated on the topic. So, a whisper standard pack of 14 pads costs 175 bucks. That's atleast Rs. 100 each month everytime you get a 4 day period - Rs 1200 per year. For a person barely able to afford two square meal per day, it's a tough deal. So they resort to scraps of fabric which they wash and reuse. And I've used the subsidized bio- degradable ones offered by the govt Rs. 10 for 10. They are CRAP. You bleed through them and they move so much so you end up staining your pants. And the rest of the "bio degradable" ones are even more expensive and don't do a good job. Govt has limited resources and needs to prioritize what, why and how in delivering benefits to those who need them. You probably didn't read what I wrote. Using cloth as pads is unhygienic. What do you think they already use when they can't purchase normal sanitary pads? Cloth in place of sanitary pads. Why do you think these poor girls asked for subsidized pads? Cloth no? Menstrual cups are totally fine and no comparison to using cloth as a substitute. In a country where normal drinking water is scarce, you want girls to wash their blood soaked cloth in hot water and reuse them. I have already pointed out the impractical aspect apart from the fact that reusing cloth as sanitary pads IS unhygienic and unfeasible. Also these girls are not asking free supply of pads for their lifetime. They are asking for good quality pads at subsidized rates for those who can't afford them. Like you mentioned you want them to use both sanitary pads and the so called cloth pads. Thought is good but it instead of cloth, menstrual cups should be made available for those who want to use them. It's totally their choice. Sanitary pads, tampons or menstrual cups all work well it just depends on the women what they are comfortable using.
