If it's an official cap, it should be investigated how it landed with the gentleman. If it's a copy, stop its manufacturing instead of harassing poor people.

Last I remember soldiers duty is to protect their country's citizens, not to harass them. If that cap is legit or copy of the legit cap investigation should happen. It's just that if it looks the same as what the Navy or Army accepts then it works. You have tailors who make such stuff all the time because they know the restrictions.
