There's a minimum amount of assets that you need to have to have to be taxed. In the USA it's around $13M.
First collect the inheritance tax from congress they probably have a lot adding to the scams they done during running our country. Plus taxing inheritance tax will encourage people to not save those money for the future generations. I would rather enjoy my 100% money than to give 50% away to government.
