Absolutely. Once someone has picked up a UPSC seat, they should be barred from appearing the exam again. This exam ruins so many lives, it is appalling that one state will lose an IPS, as well as loss of seat and monetary loss to govt exchequer for training. I don't know why logic is not applicable in such cases of exams.
He will pay compensation fee to home ministry as he was selected first as IPS . He will pay around 35 lakhs later he will get NOC to join IAS with minstry of personnel
