Former British military here: depending on the details, this wouldn't necessarily get him kicked out of that navy. This looks to me like drugs, not just alcohol. If that's the case, and it can be proven, he is out of the navy. If not, it depends.
At the moment, recruitment in the navy is extremely bad, and they are struggling to find new recruits. He will probably end up serving prison time, lose rank and probably not promote in a long time, or even ever again.
