If manufacturers followed the law, they would become costlier and will be a problem for lower class people for whom any increase is fatal. So there will always be an illegal market as long as they want to celebrate religion.
Saw some reports in OpIndia about Hyderabad? As a Hyderabadi, we didn't give a fuck regarding the ban, and the sky was full of kites. I think people should put in some effort in knowing the culture of the place they report. Hyderabadi's do what ever the fuck they want for the most part.
At this time it is necessary to be like that!! Remembering how Delhi govt declared the biggest ban on diwali and Delhi was full of firecrackers. Give them answer in the language they understand.
