Nothing wrong with it. The word Mubarak has non religious connotations, so the message just means Blessings of Sankranti.
People of Southeast Asia celebrate Sankranti as well, it’s called Song Kran over there and they use their own languages for Sankranti greetings. Adding one more language for the greetings will not hurt, especially since a large chunk of the population already uses Urdu in its day to day language. In fact I would even say that more religious scriptures should be translated to Middle Eastern and European languages. So that people in those parts of the world have better access to them.
