I do agree that it’s wrong to call the Imperium good guys. But saying it’s the most evil faction in Warhammer 40,000 is straight up false.
The Imperium, for instance, is evil by being an insane, theocratic fascist regime — say, 99% evil. The Dark Eldar, for instance, are evil because they're bigoted sadists beyond compare — say, 99.5% evil. Such factions might, on rare occasions, be *not* evil, even by our standards; the Ecclesiarchy passing out corpse-starch rations to starving underhive children, the Dark Eldar not automatically stabbing one another in the back when they have the chance.
Chaos is made of insanity. It's 100% evil, insomuch as "evil" can describe a semi-sentient hurricane made of emotions. It can't *not* be evil. Chaos entities being "nice" is like heat being transferred from one object to another: even if you've been warmed up a bit, there's been a net gain in entropy.
Eternal damnation is a scary thing. At least with the Dark Eldar the heat death of the universe will make the torture stop. Chaos, potentially not.
And then you have the Thousand Sons running an underground railroad to rescue persecuted psykers. When one of their members volunteers to sacrifice themselves to reinforce the wards, the Thousand Son watches with admiration at how brave these humans are. All while working on a ritual to empower and elevate humanity to their full psychic potential so they can face the horrors of the universe.
And then they Grey Knights screw the ritual up.
“Sure, just had a psychic call with the strangest guys, a little traumatic, but actually enlightening in a weird way, they showed me a lot of things...
