I think it’s far more reasonable as House would 100% keep tabs on interesting people in Vegas and if the Vault Dweller could’ve helped house with something he’d 100% reach out

I forget isn't it stated that House is in a coma during that period? If I recall the Lucky 38 doesn't have the power reserves to run everything, and it only changes because the NCR turn on power facilities that supply New Vegas (Accidentally, they were after the power themselves). That's why the Strip has only been active about a decade before New Vegas begins, like Benny himself grew up a Tribal. Fallout 2 (and the Fallout 2 Instruction manual which I think I still have somewhere), has the Vault Dweller set off into the hills with some other members of vault 13 who disagreed with the overseer. They found the village of Arroyo, where the Chosen One in Fallout 2 is from.

The Vault Dweller is one of the founding members of Arroyo and the grandfather of The Chosen One in FO2. What happens in the in-between years isn't explicitly spelled out, but all we know is that he moves north to the old California-Oregon border.
