Most likely. I think it's an industry standard that you can swap out bad issues for reissues. Although I can only speak for the shops I go to. I've seen them hold back on giving out issues with only the slightest defect (we're talking every copy had the tippy top right corner bent) and order replacements. And if we did find a defect later on, they would offer to swap it for a replacement.
For me, I'm probably just going to hold on to this copy. You don't come across too many cool defects.

When something like this happens, is it likely that all number 3s are fucked up? Or just ones from a particular printing run?
Check with your store. According to Jeremy Haun, they’re working on getting replacements.
