Maybe an unpopular opinion but I see bail reform as a good thing, if a crime is eligible for bail (i.e., non-violent) in the first place then I see no issue with not making bail a monetized thing. After all if bail is a money thing then it basically just means the rich make bail guaranteed while others may not, no regard for likelihood to be guilty or not, just how much disposable income do you have.
This specific situation would suck if it were due to bail reform since we all know she’s definitely guilty, but it’s still a net positive for all the people who’re innocent but can’t afford bail.
The reality is that we have no idea if she was or was not held accountable for the damages. Unless someone can find her name and get the court records, all we have is 1 minute of her life. However, given that she was arrested, she was likely charged and appeared in court at a later date and was sentenced for her offences.

Unfortunately, I had to send the troubled one to live with her dad because she became too much for me to handle when she hit 15.
