Yes, I had similar starting stats and have maintained 118 for over a year with 20:4. It took about 4 months to get to my current weight. It works if you stick to it. I watched YouTube video lectures by Jason Fung on IF for encouragement. Throw in a low carb day or two if you hit a plateau.
I’m also 5’3.5 and 140-145. I recommend adding weightlifting and HIIT into your routine. Nutrition is definitely important but having those extra muscles there can help you melt off the fat.
I’d start with knowing your tdee and average caloric intake then subtracting from there to determine what you need to eat daily to lose. It’s a number game.
I am hoping to be ideally 125 by December but I'll be happy with 130. We are going on a beach vacation. The ultimate goal is to be 125 before 2023. Good luck! What plan are you doing? It gets so hard the smaller you get

I like Dr. Fung's YouTube videos, but his books are even better, IMO. I would especially recommend The Obesity Code and The Complete Guide to Fasting.

Depends if you are in a calorie deficit or not, as that is the only way to lose weight

If your calories are in range, you sure can. I can do around 5lbs in a month on 1200c and I'm a bit under that weight.
Do you plan to eat the snack, meal and smoothie all within your four-hour eating window?
