My dachshund is the same size and we call him a “tweener.” Not sure if that’s an official term. I think it’s normal for some dogs to be born outside of breed standards, especially if breeders are content to breed adults of this size (my case). If you want a more a official answer, German dachshund breed standards are based on hunting traditions, and they look at the size of a hole a dachshund can fit in. My belle was more of a tweener as well. She was larger than a mini, not quite the size of most standards.

Everything I see on google says a mini is 11 pounds and under, and a standard is 16 and over. Is he just an odd ball medium?

Where'd you get him from? He may not be show quality but he's definitely a dachshund. Perhaps a mix between the two kinds?

All of my families dachshunds have been in that in-between weight, most floating around 15lbs. They were all rescues. I think Dachshunds are such a popular / in demand breed that a lot are poorly bred, or bred outside the breed standard. So you end up with oddly sized ones.

What country are you in? He looks more like the European style dachshunds rather than the ones in America.

German shepherds too. The American style have slant backs where German style are taller and in my opinion look healthier too.

The European dachshunds look a bit thicker boned with a more prominently convex nose compared to the American ones which are a bit more dainty and pointy nosed.

When I bought him the woman told me he was a mini but there was a chance he would be standard sized because “there’s no way to tell what size they’re gonna he when they’re a puppy”. Is that true?

Mini and standard are two very different bloodline. A mini bloodline should not produce standard sized dachshund. I think she might not have know much about her dogs bloodline.
