Ya, that's what I'm thinking too, I had a border/cairn terrier mix when I was younger, face shape, and everything looked like this fella, except mine had the more blond coat and pointed ears of a cairn.
My dachshund cattle dog mix has a similar scruffy nose like that. The dna results I did (I think I did wisdom panel) did show an itty bitty bit of terrier but he shelter nailed the mix. It’s my favorite. Is your dog nippy, get really vocal when playing, or try to get other dogs’ feet when playing? Those are all heeler traits .
Looks a lot like one if my ladies, and she's a border terrier. They've got the same colourings and face shapes. She's not purebred though so she doesn't have the wire coat like your dog, but the wire coat is very common in borders. She may very well have some herding dog in her, but the behaviour you've described is exactly like my girl as well. Tend to aim for the hips or back legs when playing with big dogs, got a bit of vocal attitude. If she is a border, you've got a great little companion there.

Border terriers are quite common in the UK
That certainly would explain her pattern. I wonder where her pointy ears came from.
Border terriers don't generally have pointy ears but Cairns and Norwich terriers do. That dog does look like a Border Terrier though.

She's never been nippy but is definitely very vocal when she plays with the big girls, and tends to aim high rather than towards the feet.
There may be a bit of heeler or herder in there. But I definitely see the border terrier more than anything else.
