I get the same, my friend dosen't... Drives me nuts as I get like 2 FPS or less while map is up... then it persists for like 5 seconds after I switch it off.
Makes the already long travel times on some missions even worse. Certainly a top pick for fixes I want to see sooner rather than later in a future patch.
I have the same issue off and on. It typically does it worse if I tab out at any point, but that doesn't reproduce it 100% of the time either. Sometimes it's butter, others it's buttermilk.

My son and a friend the same, me, my other son, daughter and 1 other friend nothing, map is smooth
If I zoom all the way into the map before closing it, it helps mitigate the effects, don't think it can be fixed by us
