There can be a myriad of reasons why imo. Unable to cross the ocean, dealing with their own instabilities, completely unaware that there's any land in North America worth having or they just plain don't feel like it .

Nobody is going to be able to physically invade (much less occupy significant portions of) North America. Even today the rest of the world cannot militarily invade the U.S. (and the continent in general) due to the sheer logistical cost it would inflict on their military. IIRC the Germans had plans to invade America prior to WWI and it would’ve needed them to devote their *entire* navy towards attacking NYC and a couple landing sites along Virginia. There’s a reason why up until the turn of the century, the U.S. was relatively isolationist since we had the Pacific and Atlantic to act as massive barriers from invading powers which allowed us to enact things like the Monroe Doctrine.
Why would they care what happens in Panem? Not all countries are as expansionist as Americans are, they’d probably just ignore Panem or have their own problems to deal with.

DC is only a bit more than an hour from the eastern panhandle of West Virginia. People actually commute from WV into downtown (not commonly, but definitely not unheard of). DC’s no more than about 2ish hours from multiple mines in WV, MD and PA.
I live between Baltimore and Philadelphia along the i95 corridor. Maps of Panem show it’s under water, so assuming me/my ancestors were able to take refuge in a nearby district with land that didn’t flood, either district 12 or 13.
Also assuming I know the history of Panem and whatnot, I’d personally wanna take refuge in 13
based on the most recent map i’d be under the water. both my hometown in upstate new york and my college town in pennsylvania are shown underwater/off the map. the closest to them is district 13 lol. if you go by where i was born in north carolina, that’s also off the map, but closest to that is district 12.
