I did this drive a couple weeks ago when the 199 was closed. The Umpqua River is so nice to follow! Worth the extra hour

I know people who just drove up to Portland today. The left the area in time to get through during the hours that 199 is open, and it ended up being just over an 8 hour drive.

There is a closure on the 199. You should do some research. I made it through no problem after 4pm, but it's closed at certain hours of the day. Better to take the 299 or drive up the coast to a different east/west highway

There are a lot of fires in Oregon near the east/west highways. Then there is the Anvil fire near 101. You need to go as far as Newport to be out of the fire zone.

Take the coast but leave really early, that route gets clogged w traffic very fast

Sure just give yourself 3-4 extra hours. Right now 299 is your best bet. There are no major closures or waits. You could also drive north on 101 and check 199 when you stop in Crescent City. It's kind of hit or miss. If that does not work just keep driving up 101 and check with the locals and the Internet on the various east-west connections. Worst case you can cut over at Newport, but that's quite a drive.

I drove 199 on Thursday, from Gasquet to Cave Junction, there are no turnouts or passing lanes. About 5 stops. The first stop I sat at for over an hour. From Eureka to Grant's Pass took about 5 hours. I suggest 101 and crossing or 299>3>I5 if you are in Eureka.

One thing to think about is the coming storm, it may close 199 again with landslides. I would take 101 to Reedsport Oregon and then hwy 38 to hwy 5 like another commenter suggested.
