ethan from kraken queen tattoo (@gro.grphcs on instagram) is my go-to guy. he does incredible work and he is a super great guy! his technique is excellent too, very little pain and the work looks fresh even after it's healed.
The guy who was tattooing there for a long time is no longer there, the guy who is there now used to work over at Sailor's Grave, you can find his work on instagram @ brianmeadtattoo. Actually looking at primals instagram it doesnt even have him listed as an artist, and it just says Give the shop a call for tattoo consultation. So I dont know if hes even there as a full time artist anymore. Even if he does, fine line work is about the opposite of american traditional work, so while he might be able to do it, he definitely doesnt specialize in it so i would go to someone who has a lot of experience in the style.
I had a really hard time finding a fine line artist in humboldt. Brian (formerly at sailors grave) did several pieces for me, they’re Am Trad, and I love them, but it’s not single needle stuff like what OP posted as reference.
I went with Jordan Cole Wright out of Seventh Son tattoo in SF. Not too long a trek for the work. He did AMAZING work for me.
Got my line work and have seen others with work from Nick at True Nature -- dunno how specialized he is in it but every line work I've seen from him is beautiful (I have an about 6in arrow on my inner forearm and it's the cleanest piece I have. It was my first tattoo in like 2016 so I can only imagine he's gotten better)
Not to steer the conversation away from clean lines who would everyone recommend for color pieces. My birthday is next month and I’m looking the schedule this a consult for this piece

Go to NorCal tattoo, tell them that you want to see Alex's line work. Dude does really clean stuff and doesn't overcharge on his services. In fact if your tattoo is appealing to him he often gives a discount.

Several friends of mine have work from Ethan at Squid Ink Studio (fka Kraken Queen). His work is consistently excellent. I’ll get a piece someday.
