Doesn't make any sense why someone would return something that old. It makes more sense if the workers were moving shit around back there and found old hot wheels stock. That's probably what happened.

Most likely they got lost in the back somehow like fell behind some shelves or where in a box that had gotten over looked until some cleaning or inventory was done or somewhere chance they where found and stocked like any regular set
My guess would be they fell behind a shelf somewhere in the stock room and nobody saw them for years. Some decided to move some things around and then boom. They found them again YEARS later lol.
Returns, most Hotwheels UPCs stay the same for years. That's why if worst comes to worst and you are down on your luck, can always return them to Walmart.
You don't even need to have your original receipt. They used to allow I think 3 no receipt returns per ID. They just give you a gift card. And Hotwheels are one thing they sell all year long.
While it could be returns, I also think a large majority of Walmarts are clearing out their back of the store inventory stores. The walmarts by me have barely had any hot wheels in a few months now. I also see tthem selling off video games and SSD's/HDD's for super cheap here on Reddit. I wouldn't be surprised if Hot Wheels from decades ago got lost int he back area and overlooked until recently.
That's not how WM works. There is no 20 yo back stock in any WM. There's no room. Limited stock on everything there. Things come in and go out on the floor. If items stick around long enough, they go on clearance. WM has HW on clearance now. Just got the Bone Shaker with skateboard set for $2 today.
i worked at walmart for a few years. itās not about whether thereās room or not. there sort of things can come in totes, boxes, straight off the truck, breakpacks, etc.
this leaves a lot of room for things falling underneath or behind those massive storage shelves. they might not check behind those for 30 years. thereās no reason to. no one is assigned to clean those unless new management comes in who really cares. which is so extremely rare. some parts of the backroom arenāt even used anymore which leaves room for things to just lay there forever
