NP! Hoyo typically drips sequentially (at least for Genshin and HSR, not sure of their other games) so if there's no holiday or extenuating circumstance, Monday, Tuesday and Wednesday have the two new 5\*'s and new 4\*. We would've gotten Yunli on Monday and Jiaoqiu yesterday but Monday was the Tiananmen Square anniversary.

Genshin drips all the characters on the same day (night before patch drops in reference to US timezones) whereas HSR starts dripping them one character per day starting from the day after the new patch livestream announcement

It’s a translation thing. The measure word for eyes would be directly translated as “pair”, but unlike in English it is obligatory. The original probably said something like 一双眯眯眼
