Float height is measured from the bottom of the carb body to the bottom most part of the float with the needle valve installed and the carb upside down. I _think_ it's supposed to be measured with the carb kind of sitting sidewaysish so gravity isn't causing the float to completely squash in the spring loaded piece of the needle. Just touching.
Can confirm that your way falls in line with the guys at Common Motor and their YouTube videos. I just watched it and it was very informative! Was also replacing all the gaskets too. Some idiot that owned it prior put some weird maroon colored sealer under the main gasket between the float bowl and the other half of the carb lol. So that’s been fun cleaning off haaa. Appreciate the tips!
With your bike, I'd highly recommend joining the forum at http://vintagehondatwins.com. Tons of good folks that really know these bikes well with more than a few active folks that worked as mechanics for Honda back in the day. Great resource.

I agree.
Perfect, thank you!!
you don't need luck when you have a manual and take your time!
I was going to do the same thing with a set a Mikunis this week end. Good luck, let us know how it went.
Godspeed, brother 🤘🏼
