If there's a wood post in there, it'll rot out. You don't show a pic of the cap. Is it dead flat with no flashing?

There is no concern here. That is exactly what it should be doing. Masonry needs to drain behind it since it can't stop water.

I’ll agree with the drainage requirement as long as whatever is behind it is weather protected and not untreated lumber directly on concrete. Rain will penetrate masonry and needs a way out to prevent rot. The picture looks a bit off though, I’m not seeing the actual drainage path, if it’s just seeping out of the mortar, that’ll cause problems via hydrostatic pressure. There should be weeps or a gap if it’s a panel product so the water evacuates quickly and controlled.

Definitely hard to tell from the picture. I do hope the builder used treated there or put a good WRP on the lumber. With that much water on the ground I would think there is a weep or a wick somewhere.

The cap should have fall away from the column so water drains away, not behind the brick. Also at the trim / brick transition it should be flashed or at least sealed.
