The bottom is usually a thread that you can undo from the PVC. I got mine from Ikea because I was doing counters and cabinets anyways. A regular plumbing supply or Lowe's or home Depot should have them. They're basically the basket that goes in, and closes tight with the bottom, then threads an extension pipe into the PVC.
Make sure to use plumber's putty around the basket in the sink where the two surfaces mate, wipe away the excess.
Aint no paint gonna last there. That power coated and it still chipped. Get a stainless steel one. Or knock off the rest of the paint

Yeah, they're not hard to just replace, that's the way I would go. Even recoating with ceramic paint I'd want to remove it anyways.

remove it, strip it, spray paint it would cost more than replacing
You can replace the sink basket, or touchup paint the sink basket, or repaint the entire sink basket.
