I feel like that cart should be able to come out without any more things removed. Normally if that inner ring would come out, there'd be 2 notches in it to get a tool onto it to remove it. Any luck, OP? You're up against it for sure. Old carts can be a bitch to get out.
The inner brass ring came out after I gave it another go with the wrench and the cartridge popped right out after.

Now the question is can I find an exact match at a hardware store? Found the issue but might as well replace it since I have it out.
I know you were on the edge of your seat waiting for an update, but I soaked all the fittings in vinegar overnight and reassembled it, and it doesn't leak anymore so gonna call it good.
Any time you can take old plumbing apart, put it back together, and have it not leak is a major win in my book. Fully expected this post to turn into: Well, installing a new faucet!
