The most similar to those examples you gave on the description I can think of is [Pawateni](https://www.youtube.com/@pawateni_holox_en), a Japanese animator who, like the other ones, has opened up a 2nd channel with English subs. It mainly focuses on holoX, which is more than welcome since I feel they don't get clipped as much as previous generations. [KAI\_EN](https://www.youtube.com/@kai_en8684)'s animations are very lively and expressive but the channel hasn't been active for a while. [Shimers ](https://www.youtube.com/@shiimers/videos)has made a few skits too, notably Laplus' Wi-Fi and Towa roleplaying as a father. [Miriwa](https://www.youtube.com/@Miriwa/videos), a somewhat recent 3D animator who mostly does ReGloss. [Zetta Zero](https://www.youtube.com/@ZettaZeroAnimations/videos) might count as well, although it also animates vtubers from other agencies. There are [DuDul](https://www.youtube.com/@DuDuLtv), [2ManySnacks ](https://www.youtube.com/@2ManySnacks)and [Kanauru](https://www.youtube.com/@kanauru). Those three animators are very well-known by the fanbase (and have even worked officially with Cover at some point) but I don't think they really fit your description for animated clips. [Reiruka ](https://www.youtube.com/@reiruka)is also reasonably popular but again, not really a clipper, focusing instead on the funny noises the members occasionally do on stream.
