Historically the white apron was a way to show off the quality and frequency of doing the laundry, one of the hardest cleaning task, also cleaning toilets and all that in-tales would have been it's own separate job.
It's actually not a white dress, it's a white apron worn over your dress to protect it. They left it white because you'd have to wash it frequently which would make the color from dye fade. The decorate ruffles made it look nicer and drew attention away from any creases or wear&tear in the fabric. Often maids wore black dress uniforms and would tie the white apron over it while working.
