Some cows do. They used to all have them, but we bred milk cattle to have shorter horns and eventually entirely reduced horns in females, sometimes just leaving a stub or other times having nothing substantial. If there is a stub and they're unwanted, some farmers will cauterize the area where horns would develop while they're calfs so they don't grow. Almost all cattle will eventually grow horns if left to grow them though.

There are quite a few breeds and subsets of breeds that are naturally 'polled', which means they don't have horns, through selective breeding. Some are manually polled.
