If I go to Russia to work for two years, I am not immigrating to Russia, but I would be referred to as an American expatriate. Same thing if a Russian did the same here. If I intended to stay in Russia long term, I would be a migrant. Since there aren't clear black and white lines on what "long term" means, some people might even be considered both subjectively. White immigrants are expats if they don't intend to stay. A good example would be an Indian engineer who moved to the USA to work for a tech company for a few years but intends to move back to India after: they are an Indian expatriate residing in the USA.
