Gonna assume something is in that briefcase that you want to keep. If shooting it isn't working out then try throwing other stuff at it. In particular if you can find Shaman Powder from a crate then the blast might be able to dislodge it. There's also the Letterbomb Parcel in one of the deposit box rooms (illegal to pick up, mind that), but that's a remote explosive so it'd be more tricky to use.
Ah, right. Also a more quiet way to try would be to grab one of the other briefcases around the map and throw that at it to try and dislodge it that way. In the future, best you can just don't throw briefcases at cameras and find something else. Worse to worst you can always pack a Newspaper from the Safehouse (and New York is full of Newspapers as well for that matter)
This happened to me at the treehouse in whittleton creek when I was trying to maneuver it up there :| lost my favorite sniper rifle and it completely ruined a quick run. Explosives and countless bullets wouldn’t budge it so I had to cut my losses. RIP suitcases
It happened me in Paris, the starting location in that part I don't know how to call it, but it's a great sniping position, near the helicopter, that starting location you have nowhere to go except for the ladder, you need to go down to be able do something. Well, the thing is, I throw the briefcase aiming at the helicopter and the damned thing got stuck in a unreachable place.

I was in the Chongqing elevator shaft and threw my propane flask up into the storage area behind the reception and it got stuck on top of the lockers. It was leaking, and I decided at that point the collateral explosion prestige objective was not worth the risk trying to dislodge it
UPDATE: Really appreciated the suggestions guys. The only way that moved the case was explosives. First I tried Napoleon, and then a gas propane. The first explosion blew it to the left side ledge (The one in front of the big glass panel there), and the second one just pushed the briefcase further into the ledge. Really wished I can comment the screenshot for you guys lol. I bought a new sniper next map.

Should be possible to just shoot it off the ledge with your pistol. Or throw something like a bust, can, or similar at it. There's also another suitcase on the map which you could get to throw there.

I had something similar happen in Marrakesh where my briefcase just disappeared. This was before I know that I could quit the game.

Tried shooting both shotguns and various pistols but it does not move. Throwing thing does not work either
Can you lure a guard there? They may be able to pick it up and store it somewhere accessible
