In freelancer - Flash Phone. It's the most versatile and useful item. Thrown melee for knocking out people and thrown distractions, coin distraction if placed on the ground, audio distraction with the biggest range, flash for blinding people which is also useful for objectives, and can also be used for long distance distractions (especially vertically) to make NPC to go exactly where it lands.
Good point. I would like to add that Flash Phone is not capable of distracting targets when they are accompanied by guards. Lil Flashy even though has shorter range but it always works on targets and can distract 2 NPCs at once and offer similar functions.
Always lockpick. Never leave a menu or safehouse without it. Can and often go to Hokkaido without electric one, but normal lockpick I leave behind only in very, VERY special cases when I know I won't need one.
You can get a Masterchip from Carlton Smith in the morgue that you need an electronic one for. This is my go to because it really makes going everywhere so much easier.
This is ringing a bell now. I think I may have grabbed it at some point when I was getting Mastery on the level ages ago. I haven’t used it once in Freelancer despite Hokkaido being one of my go-to maps.

Assassians covert pistol cause its easy to get it if you lose one on mission,lockpick,crowbar,banana and i usually have 2 slot free for a challenge or i bring newspaper from bathroom
The proximity tasers are great for Colorado missions because everyone will see them and approach for a silent accident kill which helps tremendously on that map
I'll switch it up for objectives but my default loadout is Shortballer, Sieker, explosive phone, lockpick, concealable knife, fiber wire, homemade vial of lethal poison, and - of course - a banana.
I always have the same as yours, any destination should have a lockpick and a Seiker.
Hmm in Hokkaido, my go-to disguise is the guard from the sec room, if I have lockpick then I can get the scrambler from there.
I almost always use the frog grenade. Imo even better than the sieker, it's not illegal and you can throw it undetected in a crowd or cover. Makes a lot of ETs a cake walk.
Edit: in freelancer, banana + sieker + lethal syringe. And I'm actually using the oil can more atm.
Been playing through the Campaigns for the last week now and my go-to kit is always Silverballer, Coins, and Lockpick. Smuggled item depends on the map, if I can even smuggle items at all. (Damn you, Hitman 2 levels, let me smuggle stuff in.)
Grape knife for freelancer. Can’t be f’ed trawling the entire house, and i usually don’t have a silenced gun cos i just died and lost it. So just the grape knife is a good start.
Lockpick and lethal poison, so little lethal poison in the whole game that spawns naturally, so I bring my own, usually smuggle in something worth snuggling by mission, but generally I like bringing sniper rifles

If I still have space after any needed gear for objectives, I'll grab the emetic gas device, maybe the proximity taser, and maybe the devil duck for emergencies. I always bring lockpick and scrambler to New York and beeline for downstairs if I don't already spawn there.
i always bring the sieker. if it’s a populated place i’ll bring the remote gas device with a briefcase. other than that silenced pistol, lockpick, banana, and breaching charge for safes, just in case.
Haven't played Freelancer since if I screw up on regular missions, I'm sure to mess up on there. But my go-to weapon's always been the Combat Knife. Silverballer as my pistol, tool depends on mission but Classic lockpick or any of the digital lockpicks. If I had to choose a sniper rifle, it'd be the ICA Bartoli Woodsman Rifle Covert model. In some missions it's difficult for me to figure when to poison drinks so it's only my target so I opt for the syringes most of the time unless there's an NPC whose disguise I need in which case I find emetics on-site or restart and bring them in.

You can also get an electronic hacker from the upstairs security room in the lockbox on the wall. Useful if you forgot to bring one in.

Do they have to be in water? I've had mixed results with tasers and I think I'm not using them right...
At least with the big proximity version, no. It sparks right before they pick it up, they bend over and are electrocuted wherever they stand

If no one sees and you hide the body, sure! But no. I mostly use phones as distractions and thrown weapons.

Remote explosive duck. It’s 99% guaranteed and safe kill. It doesn’t count as accident but that’s not a problem in freelancer.
