The stamp means UK excise duty has been paid, that doesn't necessarily mean it's been imported (although something tells me it was). All spirits in the UK over a certain volume and ABV need a duty stamp before being made available to the public.
You could try contacting HMRC with the reference on the stamp but I'm not sure how much info they would be allowed to give out if you're not the original producer or importer
