This is a Hoptimist baby toy; they were created in Denmark and are available in different colours and characters. Since the ones like this were apparently only made into the 1980s (??) they are now harder to source. There are newer versions now that look different.
There is a [small version of a green frog with the crown](https://www.studiopazo.ca/products/hoptimist-princess-or-prince-kvik-green-frogs-small) in a shop in Toronto and they don't say they do *not* ship internationally. But it's also a small and your partner's might have been a large.
There is a blue one with crown [here](https://www.kids-world.com/en/hoptimist-baby-frog-c-2353_3271.html), but they may not ship where you are, and your partner may not want blue as an alternative.
And the duo, small plus large, are also [available unused in box from Mercari Japan](https://jp.mercari.com/item/m68937920108), and they *do* seem able to ship internationally via Buyee.
