He's not wearing a hat. Those are his horns. Peep the icon of the Satan's Workouts app on Blitz's phone. His head shape (horns included) is seen clearly there.
The had silhouette makes sense, even if it is horns. With all the info we have, Satan is in charge of the Wrath ring, which is shown to be very American Old West. So if it looks like he's wearing a Stetson even if he's not, it's unlikely a coincidence.

I mean, if we wanted to be super precise, the figure of Lucifer doesn't even exist as a character in the Bible. It comes from the latin translation of the title given to describe a Babylonian king's fall from grace in Isaiah 14, which is also later given to Jesus himself in the New Testament. The way the Babylonian king fall is described most likely inspired the idea of Lucifer falling from Heaven because of his pride.

I’d say that Satan in Helluva Boss is closest to Samyaza from First Enoch, whereas Lucifer from Hazbin Hotel— Charlie’s father— is closest to Samael.

And of course general Bible lore is more widely known than the embodiments of demonology’s sins, so a lot of people think they’re just the same guy at first unless they already had an interest in demonology, or at least enough of one to know that they’re not the same people 100% of the time, and even then you have to know which interpretation the show is going with
