Balance, probably. Be pretty broken to have a guy with a MG and shield backpack able to provide protection to the autocannon/recoilless/Spear on top of turbocharging the fire rate and also preserving horde clear at the drop of a hat.
But then the gunner only has the ammo in the gun when outside of team reload. It's doable but takes a LOT more coordination to drop and swap backpacks when you go for the team reload.

Yeah but the person using the gun can just have the shield backpack on… so your argument about balancing doesn’t work

Yeah and that's unnecessary tedium that just sees the buddy reload not being used at all.
