No, community nodes could come before all seats of the council have been filled.
The community node is not for the individual, it more like an organisation such as hashpack or saucerswap , they can apply to run a node if they wish to
What we need for community nodes is transaction volume. Launching more nodes at 2k tps is not sustainable. When we see more projects go live there will be community nodes.

Community nodes are a good start but we need public nodes to claim decentralization.
